As the party’s deadline approached, Steyer had notched the necessary 2% in three qualifying polls, meaning he needed just one more to make it into the debate. The campaign hoped for another in an early primary state, where Steyer had spent more than $8 million on TV ads in six weeks, according to [AdImpact] — more than any candidate, including President Donald Trump. ”
